Issues with LED Matrix

I don't know why but whenever I used the LED matrix in selector mode and run it with the "Run at Maximum speed" the LEDs will not turn off even when I set all inputs to 0.
When I run it without the maximum setting it functions fine.

I can even untoggle the max setting mid simulations and update any of the input pins and that led will then update correctly
